Na poslednjem sastanku Udruženja, koji je na dnevnom redu imao redovnu dvogodišnju Skupštinu, predstavnici škola su usvojili izveštaj o radu ,finansijki izveštaj, izmene Statuta kao i plan aktivnosti Udruženja za naredni period. Pored toga na godišnjoj Skupštini izabrani su organi Udruženja sa mandatom od dve godine. Upravni odbor čine Zorica Kovačević predsednik, Ivana Bosić zamenik predsednika, Ljiljana Janković sekretar, i Stanislava Lazarević i Jasminka Bošković članovi. U sastav Nadzornog odbora ušli su Biljana Barna, Vanda Perović i Dušan Vukajlović. Na pomenutoj sednici Skupštine YALS-a određeni su i članovi radnih tela i grupa za prijem novih članova, za organizaciju seminara, za pravne poslove i za kontakte sa javnošću.

Ove godine nas posebno raduje prijem sledećih škola u YALS, posle uspesno obavljene inspekcije:

At the last YALS meeting, whose agenda featured the regular biannual convention, the representatives of member schools adopted the Annual Activities Report, Financial Report, Amendments to the Statutes, as well as the Plan of Activities for the next year. The Association bodies were likewise elected, with a two-year term of office. The Management Board is made up of Zorica Kovačević, Chair, Ivana Bosić, Deputy Chair, Ljiljana Janković, Secretary, and Stanislava Lazarević and Jasminka Bošković, Members. The Supervising Committee includes Biljana Barna, Vanda Perović and Dušan Vukajlović. This convention of YALS also appointed members of operative bodies, including the Committees for Acceptance of New Members, Organisation of Seminars, Legal Affairs and Public Relations.

Godišnji izveštaj

U periodu od marta 2000. do marta 2001. Jugoslovensko udruženje škola stranih jezika (YALS) je usmerilo svoje aktivnosti na ostvarivanje i promovisanje najviših evropskih standarda u oblasti kvalitetnih jezičkih usluga poboljšanjem plana inspekcije, prilagođavanjem nivoa kurseva u školama članicama Zajedničkom evropskom referentnom okviru, organizovanjem seminara za obuku nastavnika i razvijanjem regionalne i međunarodne mreže.

Od 26. do 28. maja 2000, YALS je bio domaćin g. Frenku Hejvortu, Generalnom sekretaru Evropske asocijacije za kvalitetne jezičke usluge (EAQUALS) za seminar ˝UPRAVLJANJE KVALITETOM U JEZIČKIM ŠKOLAMA˝. Okosnica seminara je bila predstavljanje EAQUALS-ovih standarda za ocenjivanje i upravljanje kvalitetom. Poređenjem planova inspekcija EAQUALS-a i YALS-a, učesnici su obrađivali načine realizacije EQUALS-ovih standarda. Rezlutat seminara je bilo donošenje odluke škola članica YALS-a da poboljšaju plan kontrole YALS-a njegovim prilagođavanjem EAQUALS-ovim standardima i predstavljanjem jugoslovenskih propisa koji se odnose na rad škola stranih jezika. Ovaj novi plan inspekcije će se koristiti u svim redovnim inspekcijama kod novih članica i reinspekcijama u 2001. godini.

U septembru 2000. nivoi jezičkih kurseva u YALS-ovim školama su prilagođeni CEF nivoima. Sastavljen je detaljan YALS-ov plan nivoa kurseva i ispita potrebnih da se oni dostignu, što bi pospešilo transparentnost predstavljanja standarda. YALS-ov tim je uradio i jasne opise nivoa.

Seminar ˝NAČINI JAVNE PREZENTACIJE˝ je organizovan od 15.-17. Decembra 2000, za direktore, nastavnike i direktore nastave koji rade u državnim i privatnim školama. Prvi deo programa koji je predstavio Dr. Aleksandar Kostić obuhvatio je pitanja akademskih prezentacija, a drugi deo, predstavljen od strane Dr. Ivane Trbojević-Milošević, odnosio se na praktične aspekte izvođenja seminara za obuku nastavnika. YALS priprema program za obuku nastavnika za 2001, koji će se zasnivati na promišljenoj analizi potreba u sadašnjim uslovima.

U okviru YALS-ovih aktivnosti na razvijanju regionalne i međunarodne mreže, naše članice su učestvovale na sledećim regionalnim skupovima:

- gđa Vanda Perović u regionalnoj radionici ˝OBEZBEĐIVANJE KVALITETA U PRIVATNOM I JAVNOM SEKTORU˝ (22.-24. septembar 2000, Bukurešt, Rumunija), organizovanoj od strane ECML i Rumunskog ministarstva za obrazovanje i
- gđa Mirjana Ljiljak-Vukajlović u regionalnoj radionici ˝OSNIVANJE CENTRA ZA JEZIČKE RESURSE˝ (1.-4. novembra 2000, Krit, Grčka), koju je organizovao EMCL i Ministarstvo obrazovanja Grčke

Članice YALS-a će takođe učestvovati u Bugarskom projektu razmene iskustava u inspekcijama tokom 2001. YALS planira i organizaciju reginalnog skupa u drugoj polovini 2001.

U januaru 2001, YALS je predstavio plan inspekcije i standarde kvalitetnih jezičkih usluga Ministarstvu obrazovanja. Izuzetno smo zadovoljni što je Ministarstvo raspoloženo da podrži naše napore na uvođenju najviših standarda kvaliteta u jezičke usluge i što postoji mogućnost saradnje u budućim projektima usavršavanja.

Na kraju bismo želeli da se zahvalimo FONDU ZA OTVORENO DRUŠTVO, BRITANSKOM SAVETU i JAT-u za pomoć YALS-u i njegovim aktivnostima.

Annual Report

In the period from March 2000 - March 2001 Yugoslav Association of Language Schools ( YALS) directed its activities towards achieving and promoting highest European standards in quality language services, improving its inspection scheme, adjusting levels of courses in member schools to the Common European Framework of Reference, organizing teacher training seminars and regional and international networking.

From 26-28 May 2000 YALS hosted Mr. Frank Heyworth, Secretary General of the European Association for Quality Language Services ( EAQUALS ) for the seminar " QUALITY CONTROL IN LANGUAGE SCHOOLS". The main idea of the seminar was to present the EAQUALS standards of quality assessment and control. By comparing the EAQUALS inspection and YALS inspection scheme, the participants were working on the ways of implementing EAQUALS standards. As the result of the seminar, YALS member schools made decision to improve YALS inspection scheme by adjusting it to the EAQUALS standards and present Yugoslav regulations which refer to the work of language schools . This new inspection scheme will be used in all regular inspections of new members and reinspections in 2001.

In September 2000 the levels of language courses in YALS schools were adjusted to the CEF levels. A detailed YALS scheme of the levels of courses and exams leading to them was designed, which would help in presenting the standards in a more transparent way. Clear description of the levels was also made by the YALS team.

The seminar "WAYS OF PUBLIC PRESENTATION " was organized from 15-17 December 2000 for the managers, teachers and academic managers working in state and private schools. The first part of the programme, which was presented by Ph.D. Aleksandar Kostic, covered the issues of academic presentations and the second part, presented by Ph.D. Ivana Trbojevic-Milosevic, was related to practical ways of conducting a teacher training seminar. YALS is preparing a teacher training programme for 2001 which will be based on careful needs analysis of the present situation .

As part of the YALS regional and international networking activities our members participated in the following regional events:

· Ms Vanda Perovic "QUALITY ASSURANCE IN PRIVATE AND PUBLIC SECTOR" regional workshop ( 22-24 September 2000, Bucharest , Romania), organized by ECML and the Romanian Ministry for Education and
· Ms Mirjana Ljiljak-Vukajlovic "SETTING UP A LANGUAGE RESOURCE CENTER" regional workshop (01-04 November 2000, Crete, Greece), organized by ECML and the Ministry of Education of Greece

YALS member schools will also be part of the Bulgarian project on exchange of experience in the inspections in 2001. YALS is also planning a regional event in the second part of 2001.

In January 2001 YALS inspection scheme and standards of quality language services were presented to the Ministry of Education . We are extremely pleased that the Ministry is willing to support our efforts in introducing highest quality standards in language services and that we might cooperate in future development projects.

In the end, we would like to thank the OPEN SOCIETY FUND , BRITISH COUNCIL and JAT for helping YALS in its activities .

Prvi seminar u organizaciji Yals-a
Beograd, 15.-17. Decembar 2000

Na seminaru je bilo oko šezdeset zainteresovanih kolega i koleginica iz oko četrdesetak škola iz Beograda i drugih gradova u Srbiji.
Ideja je bila da prvi seminar bude na neki način baza za buduće seminare. Zbog toga je tema bila "Načini prezentacije" koju je držao Aleksandar Kostić, tj. "Looping your way to a better teacher training", kombinacija teorije i radionica vezanih za instrukcije predavačima, a koje je drzala Ivana Trbojević. Dakle na ovom seminaru bila su predavanja i radionice kako da se drže seminari.
Prisutni su na kraju dali svoje pismene i usmene komentare koji su bili pozitivni i konstruktivni jer su im bile dodate i sugestije za sadržaje budućih seminara.
Većina učesnika se složila da je seminar bio pomalo zamoran (a koji nije?), ali da je bio poučan, koristan i sa novim idejama naročito prvog dana. Drugi dan se predavanje odnosilo na upotrebu tehničkih pomagala i neki su smatrali da je bilo previše detaljno obzirom da većina nastavnika zna upotrebu i primenu, recimo table, pa su mogle da se preskoče neke opšte poznate stvari. Treći dan je bio najduži po trajanju ali veoma produktivan, uz razmenu ideja, radionice, uz diskusiju, ali zbog trajanja zamoran.
Primedbe su se odnosile na raspored vremena, ali nažalost Britanska čitaonica je samo u to vreme imala slobodne termine koje je mogla da nam ustupi.
Većina učesnika predložila je više EFL seminara, po mogućnosti organizovanih i po drugim gradovima u Srbiji a ne samo u Beogradu. Takođe je bilo predloga da se organizuju seminari za rad sa malom decom kao i želja da bude što više "native speakers" predavača.
Velika većina učesnika je bila veoma zadovoljna što smo na seminaru imali predavanje vezano za načine prezentacije sa psihološkog stanovišta pa su sugestije bile da se i ubuduće pozivaju psiholozi koji će nam poput profesora Kostića dopuniti i obnoviti znanja vezana za neke interesantne za naš rad oblasti kao što su koncentracija, odnos učenik-učenik, učenik-profesor, proces učenja, pamćenje, percepcija i sl.

Ovo su neki od pismenih komentara o seminaru:

"Seminar je izvanredan. Predlažem da YALS organizuje još ovakvih seminara sa prof.dr. Aleksandrom Kostićem. Ivana takođe treba da ima ucešća u tome."


"Ivanin vokabular je sjajan! Možda bi mogla da nam pomogne oko prenošenja vokabulara na studente."

"Veoma korisno, kao svaka druga dodatna aktivnost za obučavanje nastavnika.
Predlog:
Pozovite međunarodne govornike; upoznajte se sa iskustvima drugih škola. Neposredna interakcija škola slične vrste. Više predavanja o engleskom kao stranom jeziku."

"Seminar je vrlo koristan . Pomaže da sagledamo stvari kao učenici i koje probleme naši učenici mogu imati u primanju znanja i interakciji."

"Seminar mi se jako dopao. Predavači su bili odlični. Sama tema je korisna i zanimljiva.
Mislim samo da bi trebalo da bude ograničeno vreme za pitanja."

Yals se ovim putem zahvaljuje na saradnji svima koji su prisustvovali, a sve one koji nisu bili pozivamo na buduća druženja i molimo da nam šalju svoje predloge za buduće seminare.

First Yals seminar
Belgrade, 15. to 17. December 2000

Our idea was to organise the first seminar by YALS as a basis for the future seminars. For this reason the theme was "Ways of Presentation" by Aleksandar Kostić, and Ivana Trbojević complemented the subject by her "Looping your way to a better teacher training"; a combination of theory and instructions for teachers how to teach teachers and how to organise seminars. The seminar was attended by about sixty colleagues from about forty schools from Belgrade and other cities in Serbia.
At the end of the seminar we collected comments, which were positive and constructive, and they gave suggestions for the subjects of future seminars.
Most of attendants agreed that the seminar was a little bit tiring (and which one isn't?) but was educational, useful and with new ideas especially on the first day. The second day one lecture was concerned with the usage of technical devices but some thought that it was too detailed having in mind that teachers knew the usage of blackboard and some general things which could have been skipped. The third day was the longest but productive. There were workshops, discussions and exchanging of ideas but because of its length the third day was very tiring.
The remarks were about timing, but unfortunately we had restricted times from The British Library; still we would like to thank them for their great help and encouragement, letting us use their premises.
The majority of attendants suggested more EFL seminars organised in other cities in Serbia if possible. They would also like more seminars for working with little children as well as more native speakers.
The vast majority was very pleased that we included lectures connected with the ways of presentation from the psychological aspect so the suggestions for the future were to invite psychologists who would remind us and complete our knowledge about some interesting subjects such as concentration, student-teacher relationship , learning process, memory, perception etc.

Here are some of the comments from the seminar:

"This seminar was extraordinary. My suggestion for Yals is to organise more seminars of this kind with Prof. Kostić. Ivana should join as well."

Ivana's vocabulary is great! Maybe she could help us about transferring vocabulary to our students.

Very valuable, like every extra activity for teacher training.
I think that the time for questions should be limited.
Suggestion: Call some international speakers; get to know other schools' experiences. Close interaction between schools of the similar kind. More lectures on EFL.

The seminar was very useful. It helped to see the things from students' position and which problems they might have in acquiring knowledge and interaction.

I liked the seminar very much.The lecturers were excellent. The subject was both useful and interesting.
YALS wishes to thank all participants for cooperation and for attending our seminar and to invite all others to our future gatherings.

We would also like to have, from all of you interested in teaching, some more suggestions for the future seminars.

Regionalna radionica:
"Obezbeđivanje kvaliteta i samoocenjivanje profesora i škola"
Bukurešt, Rumunija, 21 -23 septembra 2000.

Na poziv rumunske asocijacje za obezbedjivanje kvalitetnih jezićkih usloga, QUEST, Rumunija i uz finansijsku podršku Britanskog Saveta, kao predstavnica JALSA prisustvovala sam navedenoj radionici.
Radnionicu je organizovao Evropski savet za moderne jezike, Ministarstvo obrazovanja, Rumunije i Quest Rumunija. Kordinatorka sastanka je bila Laura Muresan, podpredsednica QUEST-a, Rumunija, a kopredesedavajici su bili, Frank Heyworth, generalni sekretar EAQUALS-a I Maria Mtheidesz, predsednica madjarskog udruzenja škola stranik jezika.

Tema prvog dana je bila: Koncepti i modeli kvaliteta. Maria Matheidesz je govorila o: samo-ocenjivanju. Prezentirala je okvir za samo-ocenjivanje i pokazala kako se može primeniti na pojedinaćne situacije. Frank Heyworth je prezentirao: Koncepte i modele kvaliteta.. Poslepodnevna sesija je bila posvećena: modelima šema za proveru kvaliteta.

Tema drugog dana je bila: menadjment kvaliteta i evropski doprinosi, evropske inicijative za proveru kvaliteta.
Michael Armstrong je govorio o ulozi Evropskog saveta za moderne jezike. Sledile su dve veoma zanimljive prezentacije. Frank Heywort: o instrumentima za postizanje koherencije i vidljivosti - Zajednicki evropski okvir i evropski jezićki portfolio i Laura Muresan: evropske smernice za kvalitet.
Tema poslepodnevne sesije je bila: kako sprovoditi proveru kvaliteta. Ućesnici su bili podeljeni u tri grupe i ućestvovali su u tri radionceod od po 45 minuta. Bavili su se: praktićnim pitanjima, akreditacijom, inspekcijom i standardizacijom i menedjmentom u školaama, observacijom ćasova.

Tema trećega dana je bila: Menadjment i implenetacija provere kvaliteata - trogodišnji projekt. Ucenici su radili u tri grupe: Grupa A - Primena kvaliteta u javnom sektoru; Grupa B - šeme provere kvalitata i profesionalne asocijacije; primena principa kvaliteta na kurseve i pravljenje programa; Grupa C - problemi kod ocenjivanja kvaliteta sa narocitim osvrtom na ocenjivanje materijala i ocenivanje postignutog.

Cilj trogodićnjeg projekta je publikovanje knjige od 120 - 150 stranica, naslova " Provera kvaliteta i samo-ocenjivanje za škole i profesore". Izdavać knjige je Evropski savet za moderne jezike. Svrha knjige je da bude od prakticne pomoći onima koji čele da implementiraju proveru kvaliteta u svojim školama. Knjiga će imati tri poglavlja koji bi odgovarali trima radnim grupama. Kao predstavnic JALSA, ja sam u grupi B i doprineću projektu informacijama o sprovodjenju šema koje proveravju kvalitet u JALSU i iskustvom JALSA na tom planu.
Dragocenost prisustva je bila u mogucnosti razmene informacija i upoznavanje sa kolegaama iz Evrope. Radionica je bila izuzetno dobro organizovana i naša ljubazna domašica i njen kometentni tim sa na svaki nacin brinuo o ušesnicima radionece.

ECML Regional Workshop:
"Quality Assurance and Self-assessment for Schools and Teachers"
Bucharest, Romania, 21-23 September 2000

As a representative of YALS, I attended the above workshop at the invitaion of Quest Romania (Romanian Association for Quality Language Services) and the British Council which gave financial support for my attendence.
The workshop was organized by the European Council for Modern Languages, the Ministry of Education - Romania, and Quest Romania. The co-ordinator was Laura Muresan, Vice Chair QUEST Romania and the Co-facilitators were Frank Heyworth, Secretary General of EAQUALS and Maria Matheidesz, Chair of the Hungarian Association of Language Schools.

The theme of the first day was: Concepts and models of quality.
The first presentation was by Maria Matheidesz on : Self - assessment. She presented a self assessment framework and its application to the participants' own situation. It was followed by a presenation by Frank Hayworth on Quality concepts and models. The evening session was devoted to: Models for quality assurance schemes.

The theme for the second day was - The Management of quality and the European Contributions, European initiatives for quality assurance.
The first presentation was by Mr. Michael Armstrong: The role of the ECML. It was followed two very interesting presentations. The first given by Frank Heyworth: Instruments for coherence and transparency - the Common European Framework and the European Language Portfolio and the second by Laura Muresan: The European Quality Guide.
The topic of the evening session was: managing quality assurance. The participants were divided into 3 groups and attended three 45 minute sessions: practical issues, accreditation, inspecting and standardization and academic management & observation of teaching.

The theme of the third day was: Managing and implementing quality assurance - the three year project. The participants worked in three groups: Group A - The application of quality in the public sector; Group B -The management of quality schemes and professional associations and the application of quality principles to course and program design; Group C - Assessment issues with particular references to the assessment of materials and resources and assessment of achivement.

The aim for the three year project is the publication of a book of 120 -150 pages, titled "Quality Assurance and Self-assessment for Schools and Teachers" which will be publised by the ECML Its aim is to be of practical help for those wishing to implement quality assurence in schools. It will have three chapters which correspond to the three groups. Myself, as a representative of YALS, being in group B will contribute by providing the information on YALS' quality assurance schemes and experience.

The workshop was very well organized, the kind hostess Laura Muresan and her competant team took care of the participants in all respects.

Regionalna Radionica Krit
Grčka, 1-4. Novembar 2000
'Osnivanje centara za jezičke resurse:
Projektovanje i formiranje resursa'

Uvod
YALS je preko svog predstavnika Mirjane Ljiljak-Vukajlović učestvovao u Regionalnoj radionici Krit ''Osnivanje centara za jezičke resurse'', 1-4. novembra 2000, koju su zajednički organizovali Savet Evrope preko Centra za savremene jezike i Ministarstva za obrazovanje Grčke, uz pomoć Tehničkog univerziteta Krit (KEGEP). Posle desetogodišnjeg perioda izolacije Jugoslavije, ovo je drugi put da se nastavnicima YALS-a zvanično ponudi da učestvuju u jednom međunarodnom skupu i da podele iskustvo inovativnih projekata svojih kolega iz drugih zemalja. 36 predstavnika iz Švajcarske, Albanije, Grčke, Malte, Francuske, BJR Makedonije, Kipra, Hrvatske, Rumunije, Švedske, Rusije, Turske, Austrije, Islanda, Slovenije i Yugoslavije je učestvovalo u događajima. Koncepcija radionice je bila da se sveobuhvatno obrade svi elementi koji su važni za osnivanje centara za jezičke resurse, kako oni metodološki, tako i oni praktični, pri čemu je posebna pažnja posvećena aspektima multikulturalnosti i multijezičnosti.

Aktivnosti
Ne plenarnoj sesiji ''Šta je samostalno učenje'', Nikol Poto sa Univerziteta Luj Paster, Strazburg, Francuska, je objasnila opštu koncepciju samostalnog učenja i njenu primenu na centre za jezičke resurse (CJR). Ovi centri, koji obuhvataju papirne medije, video, TV, audio trake, IT (kompakt diskove, internet, DVD diskove) i konverzacione radionice postaju nužni zbog promenjene uloge učenika, koji mora da izlazi na kraj sa sve višim standardima znanja i da pokaže veću inicijativu i samostalnost u svom poslu, zbog čega se proces učenja proteže do kraja života i zahteva fleksibilnost i prilagodljivost i od strane učenika i od strane nastavnika. Resursi nisu ograničeni samo na tehnologiju, koja pruža autentične materijale; nastavnici se takođe posmatraju kao deo raspoloživih resursa, pre kao članovi time za učenje, a ne kao krajnji autoritet. CJR nije znak za samoću ili izolaciju - on podrazumeva interakciju sa ostalim učenicima i nastavnicima. Kako da se učenici obuče za samostalno učenje je detaljno objašnjeno na sesijama ''Strategije učenja'', koje su vodili Nikol Poto i i Alan Žine sa Stendalovog univerziteta, Grenobl, Francuska, gde je posebno naglašena potreba da se učenici posmatraju u smislu njihovih individualnih razlika, da im se omogući da profilišu svoje sposobnosti, razumeju sopstvene stavove i saznajne strategije i da se njihovo individualno poznavanje sveta iskoristi za jačanje motivacije. Detaljno su obrađene prednosti i nedostaci multimedija i hipermedija. Na završnoj sesiji, učesnici su imali priliku da neposredno učestvuju u času pripremljenom na bazi DVD-a. Jo Taksidu sa Aristotelovog univerziteta, Solun, demonstrirala je razvoj stručnog programa za učenje jezika koji se zove ''Ksenios: Govorite li ekonomski?''. On treba da se realizuje na 6 jezika i da se ponudi na tržištu u vidu kompakt diska. Filozofiju, organizaciju i resurse Centra za jezička istraživanja i resurse u okviru Tehničkog univerziteta na Kritu predstavila je njegov direktor Keti Kondostanos, a o njegovoj praksi u obučavanju studenata u korišćenju materijala i resursa za samostalno učenje se direktno razgovaralo sa nastavnicima koji rade u centru. Naročito je bila informativna prezentacija ''Primena interneta u nastavi stranih jezika na bazi konkretnih zadataka'' od strane Ane Mek-Kaj, koja je detaljno objasnila tri glavna polja primene interneta: replikaciju vežbanja na papiru, mogućnosti komunikacije na ciljnom jeziku i autentične materijale. Sigurdson Ejolfur iz Centra za jezike na Islandskom univerzitetu je predstavio programe za samostalno učenje zasnovane na principima individualizacije učenja i fleksibilnosti organizacije. Jedan od konkretnih rezultata ovih programa je internet sajt centar, gde je većina materijala povezana sa Islandom, što je specifičan doprinos multikulturalnosti i multijezičnosti Evrope. Ove pojmove je šire obrazložio Kristoforos Haralambakis, koji je zaključio svoje predavanje iskazom da se treba suprotstaviti jezičkom hegemonizmu i da se treba energično založiti za jezička ljudska prava govornika svih jezika. Ketrin Sevald iz Evropskog centra za savremene jezike je predstavila aktuelni program aktivnosti Evropskog centra, uključujući i Evropsku godinu jezika 2001.

Zaključak
Kritska regionalna radionica je bila veoma raznovrsna i korisna, kako u pogledu zvaničnog programa, tako i u pogledu gostoljubivosti grčkih organizatora, koja je pomogla da se uspostavi opuštena komunikacija i osećanje bliskosti među učesnicima. Izuzimajući manje tehničke probleme u rukovanju DVD opremom koji su izazvali kašnjenja, ali istovremeno i potcrtali značaj uloge nastavnika, svi zadaci navedeni u programu su realizovani. Program je bio toliko nabijen i intenzivan da je veoma malo vremena moglo da se iskoristi za neposredni grupni rad učesnika. Predstavnica YALS-a je govorila o nekim vidovima upotrebe interneta u školi stranih jezika LINGVA u Valjevu, Jugoslavija, što je pobudilo interesovanje jednog dela učesnika. Pisani izveštaj o iskustvima LINGVE u primeni interneta je predat KEGEP-u, koji će dati kopije zainteresovanim nastavnicima. YALS-ova predstavnica je iskoristila priliku i da predstavi YALS i njegovu filozofiju promovisanja kvaliteta u nastavi stranih jezika.
Svi učesnici su primili pisani materijal prezentacija, kao i dodatne materijale od strane predstavnika ECML-a, te su tako dobro opremljeni da prenesu iskustva iz ove radionice svojim kolegama, i usmeno i preko 'tvrdih kopija'.
Većina učesnika je saglasna da se u budućim događanjima vezanim za osnivanje i razvoj centara za jezičke resurse veća pažnja posveti praktičnijim aspektima realizacije CJR projekata, koji bi uključili prikazivanje konkretnih nastavnih programa, rasporeda i planova časova za usmerenu primenu resursa kao što su internet i DVD diskovi.

'Setting Up Of Language Resource Center:
Designing And Building Up Resources'


Introduction
Through its representative Mirjana Ljiljak-Vukajlovic, Director of LINGVA Foreign Langugage School from Valjevo, YALS participated in the Regional Workshop Crete 'Setting Up of Language Resource Center, from 1-4 November 2000, co-organised by the Council of Europe through European Centre for Modern Languages and the Ministry of National Education Greece, with the help of Technical University of Crete (KEGEP). After the ten-year period of isolation, this is the second time that YALS teachers were officially offered by ECML to take part in an international gathering and share the experience of the innovatory projects of their counterparts from other countries. 36 participants from Switzerland, Albania, Greece, Malta, France, FYR Macedonia, Cyprus, Croatia, Romania, Sweden, Russia, Turkey, Austria, Iceland, Slovenia and Yugoslavia took part in the events. The concept of the workshop was to provide a comprehensive grasp of all issues which are important in setting up of a language resource centre, i.e. both the methodological and the practical ones, with a special emphasis given to the aspect of multiculturalism and multilingualism.

Activities
In 'What is Self-Learning'' plenary session, Nicole Poteaux of University Louis Pasteur, Strasbourg, France, explained the general conept of self-directed learning and its application to learning in language resource centers. LRC's , which comprise paper medium, video, TV, audio tapes, IT (Cd's, Internet, DVD's) and speaking workshops, are becoming a necessity with a changed role of the learner, who has to cope with increasingly higher standards of knowledge and demonstrate more initiative and autonomy in his actual job, whereby the learning process becomes 'life-long' and requires flexibility and adaptibility both on the part of the learner and the teacher. Resources are not only limited to technology, which provides more authentic materials; teachers are also viewed as part of available resources, as members of the learning team, rather than the ultimate authority. LRC's do not mean solitude or isolation - interaction with other students and teachers is implied. How the students are to be trained in self-directed learning was expanded in 'Learning Strategies' sessions held by Nicole Poteaux and Alan Ginet of Stendhal University in Grenoble, France, where special emphasis was given to the need to take the learners into account in terms of individual differences, enable them to profile their competences, understand their own attitudes and cognitive strategies, and capitalise on their knowledge of the world in order to reinforce motivation. Advantages and disadvantages of multimeadia and hypermedia were discussed in detail. In the final session, participants were offered a hands-on experience in a DVD based class. Io Taktsidou of Aristotle University of Thessaloniki presented development of a vocational language learning program called 'Xenios: Do You Speak Economics?' to be implemented in 6 languages and commercially offered in CD format. The philosophy, organisation and resources of the Language Research and Resource Center at the Technical University in Crete were introduced by Director Catie Condostanos, and its practice in teaching students how to use self-access materials and resources directly discussed with the teachers working at the Centre. Especially informative was the presentation of the'Internet use for task-based second language learning' by Anne McKay, who expounded three major fields of the Internet use: replication of paper-based exercises, communication opportunities in a target language and authentic materials. Sigurdson Eyjolfur of the Centre of Languages at University of Iceland presented the self-access programs based on the principles of individualisation of learning and flexibility of organisation. One of the concrete results of those programs is the Centre Internet site, where most of the materials are connected to Iceland, thus specifically contributing to the multilingualism and multiculturalism of Europe. These concepts were more broadly discussed
ny Christophoros Haralambakis, who rounded off his lecture with the statement that linguistic hegemonism should be opposed and linguistic human rights of speakers of all languages strongly promoted. Catherine Seewald of European Centre for Modern Languages, Graz Austria, introduced the current ECML programme of activites, including the European Year of Languages 2001.

Conclusion
The Crete Regional Workshop was very versatile and rewarding, both as regards the official programme and the hospitality offered by the Greek organisers, which helped establish smooth communication and rapport among participants. Apart from minor technical inconveniences in operating the DVD equpiment, which caused delays but at the same time underlined the importance of the teacher's role, all the tasks listed in the programme were carried out. The programme was so packed and intense that very little time could be used for a direct group work of ordinary participants. Mirjana Ljiljak-Vukajlovic presented some of the ways of the Internet use at LINGVA School of Foreign Languages, which aroused interest among a number of participants. A written report of Lingva Internet experiences was given to KEGEP, which will further disseminate its copies among the interested teachers. She also took opportunity to introduce YALS and its aims of promoting quality language teaching. All the participants received written copies of all presentations as well as additional material from ECML representative, and are thus well equipped to disseminate the experiences from this workshop to their colleagues both orally and in 'hard copies'.
It was agreed by most participants that in future events connected to setting up and development of language resource centers greater emphasis should be given to more practical aspects of LRC project implementation, which would include demonstration of specific syllabuses, time schedules and lesson plans for guided use of the resources such as the Internet and DVD's.
