IZVEŠTAJ SA GODIŠNJE SKUPŠTINE EAQUALS-a

(EAQUALS AGM CAMBRIDGE)

(Wieland Raatz/Frank Heyworth)

2)     Poboljšanje inspekcije (Vademecum for inspectors - what is in the Vademecum and how does it contribute to the enhancement of the inspection scheme (Ludka Kotarska)

3)     Prilagodjavanje programa i ostalih procedura tako da odraze CEF nivoe (European levels of attainment and the curriculum: how should EAQUALS members adapt their curricula, evaluation procedures and certificates to reflect the Common European Framework levels?)

(Brian North/Laura Muresan)

Održane su i sledeće prezentacije:

1)                 Managing the Teaching Team - Frank Heyworth

2)                 Managing Assessment - Heather Daldry

3)                 School Self-Assessment - Hilary Maxwell-Hyslop

  REPORT FROM EAQUALS AGM CAMBRIDGE

by Ivana Bosić

The Annual General Meeting of EAQUALS was held at Eurocentres school in Cambridge from 26th to 27th April 2002.

The meeting included a number of workshops, presentations and a closed session on the budget and the changes in the Articles of the Association.

The following workshops were held:

Marketing & Promotion of EAQUALS - how to improve visibility and the commercial impact of EAQUALS? - the final conclusion was that the site should be made more interactive. (Wieland Raatz/Frank Heyworth)

Vademecum for inspectors - what is in the Vademecum and how does it contribute to the enhancement of the inspection scheme (Ludka Kotarska)

European levels of attainment and the curriculum: how should EAQUALS members adapt their curricula, evaluation procedures and certificates to reflect the Common European Framework levels?

The goal set for the end of 2003 - all EAQUALS members should refer their levels to CEF; this should show in the curricula, syllabi, tests, etc. as it will then become an integral part of the inspection. All the participants were very interested in the fact that we have done that at the YALS level. (Brian North/Richard Rossner)

EAQUALS-ALTE Portfolio - Consultation on Portfolio resource and training pack

The advantages of the Portfolio were considered as well as the potential problems: a need for training of teachers, more work for teachers, the need for some extra time in the syllabus, the problems arising when not everybody in the class wants to work on the portfolio, etc. Conclusion: even though the Portfolio should be adopted as soon as possible a blanket adoption is not recommended before there is a proper training pack that all the schools could use. Target by end 2003 - the schools must be able to handle students who come with the Portfolio. (Brian North/Laura Muresan)

The following presentations on EAQUALS Management seminars were also held:

Managing the Teaching Team - Frank Heyworth

Managing Assessment - Heather Daldry

School Self-Assessment - Hilary Maxwell-Hyslop

There are 6 seminars altogether and the CD-ROM contains all the instructions, transparencies, handouts, etc., for a 6 hour seminar. The seminars seem extremely useful both as  learning tools and for prospective seminars held by YALS.

Also, there were presentations of:

a)   Pitman examinations (www.pitmanqualifications.com): they include examinations from different fields: general, for children, for business communication.

International House Hungary examinations reffered to CEF and accredited by the Hungarian Ministry of Education.

In the General part it was stated that there are 75 full members from 12 countries. Target by 2003 is 100 full members. A Membership pack was introduced - to help new members.

The next Ordinary General meeting is scheduled for 22nd- 23rd November in Graz, at the Centre for Modern Languages. The next AGM will be held on 11th-12th April in Central Europe.

PRESENTATION OF “CAMBRIDGE  ENGLISH FOR SCHOOLS” TEXTBOOK

AND WARM-UP ACTIVITIES

by Marija Cakić-Ivanović

The YALS seminar was held on May 11th, 2002. in the OSCAR School, New Belgrade. During the seminar, a textbook, “Cambridge English for Schools” was interpreted by Ana  from the school HELLO and various opportunities for warm-up activities as highly stimulative and refreshing means in language teaching were discussed  as well.

The textbook, “Cambridge English for Schools”, combines SB with a cassette, WB and two cassettes, TB and Test Book. It involves a starter level and four different  levels for students of various ages. It offers a huge variety of themes described in a very interesting manner in order to develop and improve language competence. The students are enabled to choose different activities, a photocopiable extra material and video cassettes. The starter level is focused on about 10-year-old children with 60-72 lessons while other levels are done from 90-120 lessons.

At the beginning and during the lecture, numerous warm-up activities were introduced by the OSCAR teachers  to relax students  and prepare  them subtly for the lesson. Many books were also mentioned  as possible sources for their inspiration.

YALS SEMINAR in BELGRADE WITH JOHN ROGERS

by Marija Cakić-Ivanović

On March 23rd, 2002 in “Veljko Dugosevic” Primary School, 41, Milana Rakica Street, Belgrade,  the YALS organisation held a teacher-training seminar for English language teachers.

About 70 participants from different towns in Serbia had a chance to enjoy the lectures of the two excellent lecturers, Ms. Milada Seva and Mr. John Rogers.

In the morning session Milada Seva, the owner of the Belgrade language School Hello, gave the lectures on the theme of Improvisation within planned lessons (using Present Perfect Continuous to “improvise” about). Not only did the teachers have a chance to hear about experiences concerning on-the-spot improvisation during the lesson and the way of using available teaching aids, but also to change their ideas.

In the second part of the seminar we had the opportunity to hear some useful tips for developing two very important skills, speaking and writing integrated into the learning process. John Rogers, the teacher–trainer from the British Council, presented the lecture  “Writing to Learn or Learning to Write” proposing different activities and techniques for developing writing skills with students not only through oral activities but also through the usage of texts from text books, dialogues and newspaper articles, which can be usefully exploited in language teaching.

The seminar lasted the whole day and we really enjoyed the lectures presented by Milada and John and of course the warm welcome of the hostesses Ms. Milica Kukoljac and Ms. Maja Gavrilovic of the Bami School in Belgrade.

EAQUALS INSPEKCIJA  I  ČLANSTVO

održao Frank Hayworth

u Beogradu, 23 -24 februara  2002.

Svetlana Belic

G. Ian Stewart i YALS su, u nedavno renoviranom Britanskom savetu, drugom ovakve vrste u svetu, pozdravili ovog februara g. Franka Haywortha, generalnog sekretara EAQUALS-a i člana stručnog inspekcijskog tima.

SESIJA 1      Modeli kvaliteta, kriterijumi i standardi

SESIJA 2      Posmatranje i ocenjivaje predavanja

EAQUALS INSPECTION AND MEMBERSHIP

held by Frank Hayworth

Belgrade, 23rd -24th February  2002

by Svetlana Belić

The newly refurbished British Council, second of the kind in the world, with Mr. Ian Stewart and YALS, greeted this February Mr. Frank Hayworth, EAQUALS Secretary General and a member of the EAQUALS Inspections Steering Committee.

Founded in 1991, EAQUALS is a pan-European association of language training providers aiming to promote and guarantee quality in modern language teaching institutions. To achieve these aims it has established and published a demanding set of criteria for membership. Proud of achieving and promoting the highest European standards, YALS had undergone an inspection and successfully proved itself as an associate member of EAQUALS.

The thirteen members of YALS and their knowledgeable guests, Ms. Radica Popović of Faculty of Philology, Ms. Biljana Jurman, YALS independent inspector, Ms. Dušica Blažić and Ms. Biljana Lajović of Ministry of Education, Ms. Radmila Maslovarić of Soros Open Society, Ms. Branka Panić of YBS, Ms. Catharine Smith of CUP, the representatives of NELTA and ALS, and many others, indulged an omnibus presentation of the EAQUALS inspection scheme and the ways of preparation, observation and report writing in terms of the EAQUALS set of standards and criteria.

The seminar was respectively divided into four sessions, each dealing with the segmentative part of the framework and implementation of the EAQUALS inspection scheme:

SESSION 1  Quality models, criteria and standards

The lecture was smoothly introduced by the inquisitive issues of the quality definition, which was warmly welcomed by the participants who gave their personal perspective and joined Mr. Hayworth in his theorizing. The further study opened up our eyes to the different concepts of the CRITERIA and STANDARDS with the echoing workshop assumption: “What is a good teacher / good lesson / efficient school / successful course? What are your criteria for good teaching? What standards can you apply?”

SESSION 2  Observing and assessing teaching

With this lecture, Mr. Hayworth imposed the blueprint of what an observation should look like, the relevance of observing the teaching and not the teacher, as well as the importance of fragmentative observation (‘buzz’ observation) as a due collage of the whole school, both in terms of management and methodology.

SESSION 3  Good manners for inspecting

The idea of an inspector decidedly reflects an appalling experience with all the unpleasant subsidiary effects. Seeing an inspector flashes the clips of a terrifying, ruthless, devouring upper hand that will definitely not tolerate any of the mistakes you have made in your teaching, be they as minor as a blurry board sweep. But it does not necessarily have to be like that – an inspector is primarily your colleague, your critical friend who will give you a hand in your own processing and careering towards a teacher with good attitude. This was an optimistic recommendation, seasoned with ‘DOS & DONTS’ emerging from the experience of a veteran in this field.

SESSION 4  Writing reports

The last session gave a lot of constructive and tangible examples of what the daunting report writing should look like, with the special emphasis on the elements (account of the inspection, description of the school, assessment of the twelve categories and inspectors’ proposal for the verdict) and attitude (reliability, validity and credibility), as to fit the framework of the European standards.  The participants were given some samples, written by the EAQUALS inspectors themselves, on the authentic language schools, thus offering the future inspectors a hint of what their aspirations will bring.

After heroically winding up these insightful sessions, the participants shared the last breath on the downclose exchange of ideas and thoughts in relevance to YALS and EAQUALS standard overlapping and discrepancies.  With the stomachs starved but the minds fed, the future inspectors agreed that it is a great goal to foster the European modus of implementation, which is, undoutfully, possible with a lot of effort, courage and teamwork. These are small steps for teachers but giant steps for teaching.

PRIDRUŽIVANJE PORODICI EAQUALS-a

·         Interkulturna iskustva u upotrebi portfolia (Rebeka Blejki i Piter Braun)

·         VOICE knjige od strane Entoni Grina

·         Upotreba CEF-a u usavršavanju nastavnika

by Biljana Barna

On 27-30 November 2001, Sophia was the venue of the International Inspection of the Schools of the Bulgarian Association ˝OPTIMA˝. This exchange of inspectors from the countries in the Region is part of the international project "QUALITY CONTROL ACROSS THE BORDERS OF EASTERN EUROPE", in which our country is also taking part. The international inspectors from

The other stage of the inspection is planned for March 2002, also in Bulgaria. On that occasion, the inspectors will have an opportunity to meet Mr. Frank Heyworth, who will consolidate cooperation on this project. Our YALS association was represented by Inspector Biljana Barna, English language teacher and Director of NEW ENGLISH SCHOOL from Pančevo. Within the scope of the Project, she performed the inspection of the school "ACADEMICA" in the mountainous town of Gabrovo, 300 km from Sophia. This mode of cooperation contributes to an increasing participation of YALS in the international events.

Izveštaj o PALSO konferenciji u Kaliteji, Grčka, 27/28 Oktobar 2001

Predsednik organizacionog odbora, g.

Competenza lingustica, 2.Competenza glottodidattica, 3.Intercultura and 4.Scienze dell informazione.

Report on PALSO Conference in Kalithea, Greece, 27/28 October 2001

The President of Organizing Committee, Mr. George Kalpinis invited me to the Palso Conference as a representative of Yals Association.

On Friday we had organized trip to Olynthos, 3000 B.C. old settlement and then Petralona caves in which men lived 1.700.000 years ago. Being in Greece you simply can’t avoid culture, history and beauty I am happy to say.

Saturday was a day of the seminars, lectures, talks and discussions. There was a well organized welcome to about 350 participants, guests and attendants. The first lecture before Plenary session was about Cultural diversities organized by American -Greek society. The first Plenary opening speech was by Ekaterini Douka Kambitoglou, Head of Philosophy University in Thessaloniki on "Global English-European Vision or American Dream".The very title tells a lot.

The next Plenary by S. Patsalidis was for me a real revelation and the lecture I enjoyed most. His "Prison of Language " was about Casper, a character from Peter Handke's play, through which he explained the exercising of power of people who manipulate others through rules, in this case, language rules.

The few other lectures where mainly concerning Greek issues such as certificates, tax regulations and problems in future, introducing Control Centers etc.

The sixth lecture was by Yelena Yakovleva on Teaching English Philology to University- Level beginners: Motivation, Method, and Mastery. She is teaching at the Moscow university and is a head of their English teachers' association LATEUM ( Linguistic Association of Teachers of English the University of Moscow).

The seventh lecture was by A. Gialamas who teaches Greek at the Moscow University so his lecture was about: The History and Method of Teaching Modern Greek in Russia. After that I talked about our YALS.  I am very sorry I haven't made notes of the lecture of a Professor who was sharing time with me because I enjoyed her lecture very much after my short introduction of our association.

The ninth lecture I attended to was by Maria Angela Rapacciulo Strani:" Fasi dell'Unita didaticca: Le preposizioni della lingua italiana." She was talking about 1. Competenza lingustica, 2.Competenza glottodidattica, 3.Intercultura and 4.Scienze dell informazione.

I also became very friendly with a couple from Germany, Françoise Aubert Ehnert and Rolf Ehnert. She works at the Open University and told us about the teaching of mainly elderly people who enroll without any knowledge of language and Mr. Ehnert talked about a profile of a teacher and suggested learning languages of your neighbours and then other languages as well which gave me some ideas how to encourage my students including me to acquire elementary knowledge of few languages rather than one, "perfectly".

Hoping to meet all these wonderful people again I wish to thank Mr. G. Kalpinis who was the President of this Conference for inviting Yals, that is me as its representative and for having marvellous time in friendly Greece where I met some new real friends.

IZVEŠTAJ O PREZENTACIJI EVROPSKOG JEZIČKOG PORTFOLIJA

U BEOGRADU, OKTOBAR 2001

Izvestilac: Mirjana Ljiljak-Vukajlović

Uvod

Njegov cilj je unapređenje učenja jezika I višejezičnosti, razvijanje svesti o sopstvenom napredovanju I dostignuću u učenju jezika I podsticanje pokretljivosti učenika I radnika u Evropi.

REPORT ON EUROPEAN LANGUAGE PORTFOLIO PRESENTATION

IN BELGRADE, OCTOBER 2001

by Mirjana Ljiljak-Vukajlović

Introduction

On 20 October 2001, Frank Heyworth, Secretary General of EAQUALS, presented the scheme of European Language Portfolio. The event was jointly organized by YALS and the British Council to mark 2001 as the European Year of Languages.

Presentation

Frank Heyworth began his presentation by explaining the organizational structure and activities of EAQUALS. He went on to explain the origins of the idea of the European Language Portfolio and its purpose, as well as its stages of development. More than 30 years of work resulted in a launch of portfolios and revised Common Framework of Reference. The user language competence described at 6 levels in the Common Scale of Reference has been adopted by ALTE (UCLES, Goethe, Alliance Francaise, etc.) and a number of countries (France, Italy and Finland). It also serves as a basis of the European Language Portfolio.

The portfolio was conceived as a personal, not an institutional tool. The pilot version was launched in 1993 and since then different portfolios have been developed for different ages of users. Its aims are to promote language learning and plurilingualism, develop awareness of one’s own language learning progress and achievement and contribute to the mobility of students and workers in Europe. It typically consists of three parts, i.e. the Passport, the Language Biography, and the Dossier, except for the versions for very young children. After the initial try-out with 30,000 learners and a team of 1800 teachers, the portfolio has achieved wide support all over Europe both by professional institutions and political authorities.

            Conclusion

For the second time this year, YALS was proud to be a co-organizer of an event that aroused such an outstanding attention that extra chairs had to be brought in to accommodate all the teachers of foreign languages both from state and private schools. It was yet another YALS’s step in successful rapprochement to the international and domestic teaching community.
