News from YALS

The period from autumn 2002 to autumn 2003 was marked with two major activities – developing insights into the field of application of Common European Framework of Reference to testing and work on the YALS Achievement Tests project. The former activity was crowned with the first YALS regional conference ‘’Application of the CEF Levels – Testing’’, organized jointly with the British Council and Goethe Institute in Belgrade in May 2003, which aroused great interest among the teachers and educators and further reinforced cooperation with EAQUALS. The next conference ‘’Application of the CEF levels: Syllabus Design'' is scheduled for December 2003. The YALS Achievement Tests project was carried out under the guidance of two working groups for adult and young learners tests. This enormous task will be continued in the forthcoming period as it is felt that it requires deeper linking with CEF standards. In June 2003, YALS Annual Assembly was held and a new Executive Board was elected:

Chair:
Ivana Bosić

Deputy:
Mirjana Ljiljak-Vukajlović

General Secretary:
Zorica Kovačević

PRIMENA CEF NIVOA: TESTIRANJE

30 i 31 MAJ 2003
BEOGRAD, SRBIJA

Zorica Kovačević, Predsednik YALS-a
razmena i saradnja medju zemljama u regionu
obučavanje za primenu  CEF nivoa u testiranju
podsticanje i razvoj lokalne ekpertize

                                                       Predavanja

Dr John H. A. L. DE Jong

Kombinaicja kvaliteta i kvaniteta definiše nivoe jezičke sposobnosti ( nezavistan, kolaborativni, nivo probijanja, operativan, nivo vladanja jezikom ). Po njegovom mišljenju, CEF ima 4 osnovne funkcije:
funkciju recepcije jezika
funciju proizvodnje jezika
funckiju interakcije
funckiju posredovanja

Prof Eike Thurmann
Evropski Jezicki Portfolio: Struktura - Funkcija - Najnovija dostignuća

Prof Eike Thurmann je započeo svoje predavanje objašnjavajuci akronim PORTFOLIO.
P = Process- ( proces )
O = Oriented (orijentisan )
R = Recording ( koji beleži )
T = Tool ( alatka )
F = Facilitation ( olakšavajuci )
O = On-going ( koji je u toku )
L = Language  ( jezički )
I = Instructions/Intake ( instrukcije / usvajanje )
O = Operations ( operacije /aktivnosti )

Zatim je objasnio tri osnovne funcije portfolija:
dokumentarnu (opis kompetencije prema medjunarodno prihvacenim standardima i iskustvima drugih kultura )
 pedagošku ( samo-procenjivanje dostignuća, svest o učenju i medjunarodno učenje i razvoj )
funkcija razvoja škola (edukativni programi, unakrsna saradnja/povezanost  medju školskim predmetima, podržavanje konkurencije škola i kvaliteta predavanja)

- Dr Peter Brown, Predsednik EQUAL-a

Prof. Dr Jurgen Quetz - Gete Institut
Primena CEF-a u Nemackoj - Procesi i rezultati

Heather Daldry - ESOL, Cambridge

Posle pauze, imali smo dve radionice.

Dr John H.A.L.

APPLICATION OF CEF LEVELS:  TESTING

30TH AND 31ST MAY 2003

BELGRADE, SERBIA

by Jelena Spasić

The regional event APPLICATION OF CEF LEVELS: TESTING was organised by the British Council, Goethe Institute and the Yugoslav Association of Language Schools (YALS). The seminar was divided into two parts: Plenary Day and The Workshops. There were about 50 participants from all the countries in the region and 5 lecturers as well as 6 presenters.

The opening statement was given by Chris Gibson, Director of British Council,

who greeted the participants and the lecturers and emphasised the role of Serbia as an active participant in European educational issues.

Thomas Diekhaus Deputy Director, Goethe Institute Belgrade explained the meaning of Common European Framework and said that it was the standard for all European languages, not only for the English language. He also emphasised that CEF represented a real challenge for students, teachers, ministers, etc. Although all of them want to set a uniform standard, cultural backgrounds should not be neglected.

Zorica Kovacevic, YALS Chair

greeted all the participants once again and thanked them for attending the conference.  In her opinion, the objectives of the event were:

to promote exchanges and co-operation between countries in the region

to provide training in the application of CEF levels in testing to encourage and develop local expertise to create a network of professionals who can provide further training in the application of  CEF levels. She said that the other two topics (syllabus design and teacher training) would be covered in the period November 2003 – April 2004 and would include training and exchange of the experience between countries in the region.

Plenary Day

- Dr John H. A. L. De Jong

Essential aspects of the Common European Framework for Languages

Dr John H. A. L. De Jong started his lecture referring to the origins of CEF. During a meeting in Hamburg in 1961, the European ministers acknowledged the growing importance of foreign language skills in the European context and decided to join their efforts in promoting language teaching. Today potential language development follows two basic dimensions: quantity and quality. Quantity is multidimensional and refers to the numbers of domains (school, work, home) and functions, situations, notions, locations, topics, roles, etc. Quality goes along each dimension and refers to the degree to which language use is effective and efficient. A combination of quality and quantity defines levels of language proficiency (independent, collaborative, breakthrough, operational, mastery level ). In his opinion, CEF has 4 basic functions:

reception

production

interaction

mediation

- Prof Eike Thurmann

The European Language Portfolio: Structure – Function – Recent developments

Prof Eike Thurmann opened his lecture by explaining the acronym PORTFOLIO.

P = Process-

O = Oriented

R = Recording

T = Tool

F = Facilitation

O = On-going

L = Language

I = Instructions/Intake

O = Operations

Then he explained three basic ELP functions:

documentary (description of competence according to internationally accepted standards and experience of other cultures )

 pedagogical  (self-evaluation of achievements, learning awareness and international learning and development)

 school development function ( educational programmes, cross-curricular co-operation, supporting the competitiveness of schools and quality of teaching )

- Dr Peter Brown, EQUALS Chair

The European Language Portfolio as a practical classroom application of the Common European Framework

Most of the participants agreed that Peter Brown’s lecture was one of the most interesting during the first conference day. He represented CEF as a set of levels, but he emphasised that it was not complete. He gave some practical advice on how to use the ELP. According to Peter Brown, learners should be responsible for their own learning process and the teacher should just give initiative.

Prof. Dr Jurgen Quetz – Goethe Institute

Applications of the Common European Framework of Reference in Germany – Processes and Products

Prof. Dr Jurgen Quetz  talked about the way CEF was applied in Germany. He advised the participants to invest their time and to give their learners support and training. He also said that there were only possible models, not fixed ones the participants could follow.

 - Heather Daldry – ESOL, Cambridge

The Application of CEF to Cambridge ESOL Exams

Heather Daldry is an expert on writing, so she discussed the practical points of marking students’ written tests. The lecture was more dynamic because  the participants made comments on the given example.

Slide presentations  showing professional and practical experience in CEF application were given by the representatives from Hungary, Croatia, Romania and Serbia and Montenegro.

The Workshops

The second day of the conference, ( Saturday, 31st May ), began with the lecture on “Key Aspects of Test Design”,  given by Ms Heather Daldry. The lecture began with the simple, but very important question: “What is a good test?” Ms Heather Daldry talked about the principal objectives of ALTE, about the development of a new test, about the difficulty of the tasks, about the assessment criteria and about the value of the speaking tests. All in all, it was very interesting and helpful.

After the break, there were two workshops. One was conducted by Professor Dr Eike Thurman and the topic was “The European Language Portfolio in Germany: Evaluation, Implementation and Experience”. The participants were given two portfolios and some questionnaires to fill while going through the portfolios. In this way, the participants had a chance to see what a portfolio practically looks like and which criteria a portfolio should satisfy. Professor Dr Eike Thurman also answered the questions that the participants asked him about the making of portfolio, its importance and practical usage.

The second workshop was held by Dr John H.A.L. De Jong and the topic was “Applying the CEF for Languages”. Through various exercises, the participants went through the descriptors of the CEF levels once again, and they were shown how these descriptors can be used for self-assessment as well as for teaching and learning which is very important in practice. Dr John H.A.L. De Jong also answered the questions that the participants asked him about the CEF levels ant their practical usage and importance for both the students and the teachers.

In the end, it was evaluated that the conference has fully met the participants` expectations, and all the participants expressed their wish to meet again in November. We have to thank, as well as congratulate, the organisers on such a  successful and stimulating conference.

GENERALNA SKUPŠTINA EAQUALS-a u PRAGU
4-5 APRIL 2003

Izvestilac: Biljana Barna

EAQUALS GENERAL MEETING IN PRAGUE,

4-5 APRIL 2003

by Biljana Barna

On 4-5 April, 2003, I had the honour of attending the EAQUALS General Meeting in the Czech Ministry of Education Conference Centre, Prague. Everything was superb except for the snow. There were representatives from 12 different countries, both of full and associate members.

The conference sessions dealt with the topics of development of a quality charter for e-learning and the methodology of assessing CEF levels. The workshops covered revision of EAQUALS inspection scheme and marketing the EAQUALS concept.

The event aroused a lot of interest among the Czech schools, who were presented with the EAQUALS philosophy, and a press conference was organized. I took pride in the fact that YALS is one of its 82 members and that now we can make contacts with countries outside of Europe as well.

An announcement was made that our promoter Dr Laura Muresan from Romania is to be the new Secretary General of EAQUALS. It was interesting to notice that our region will be presented in EAQUALS Board with two more people – Ludka Kotarska from Poland  for Inspection and Zoltan Rozgonyi from Hungary as Vice-Chair.

I was surrounded with a lot of attention and have made contacts with a great number of people from the region who showed a lot of enthusiasm for attending events to be organised by YALS in the forthcoming period.

PONOVO NA YALS-OVOM SEMINARU SA DŽONOM RODŽERSOM I MILADOM ŠEVOM

Izvestilac: Mirjana Ljiljak-Vukajlovic

AGAIN ON A YALS TEACHER
TRAINING SEMINAR WITH JOHN ROGERS AND MILADA ŠEVA

by Mirjana Ljiljak-Vukajlovic

On 14.12.2002 in Veljko Dugošević Primary School, Belgrade we took pleasure in attending the YALS Seminar and reuniting with John Rogers and Milada Ševa in Christmas Workshop with a Twist, Ageless and Timeless, and Surprise Workshop. There were conspicuously  more participants than during the previous YALS seminar and a lot of familiar faces could be recognized, which clearly showed that both trainers had won the trust of participants with regard to the quality of performance, and that YALS seminars had gained respect of the teaching circles.

Even though most of us enjoy Christmas and give special attention to marking it in the proper way, especially with very young learners, there were still quite a few activities that were new and topical, especially those connected with modern  English humorous and satirical poetry represented by BenjaminZephaniah and Roger McGough . It was obvious that we lag behind the latest trends in the British culture and that this was a good opportunity to catch up with some of them.  Ageless and Timeless Session focused on how to make the topic of old people interesting for younger students through an interesting combination of vocabulary, structural and communicative activities. When I came back to Valjevo, the first thing I did was to prepare a collection of old people’s pictures that can be used by all other colleagues in my school in   providing a fruitful speaking practice with any age group.

Milada Ševa stirred us up by conducting a lot of role play and other types of drama activities. That was not enough for her temperament; we were soon taken in by a whirl of competing for a valuable dictionary prize. She waseffectively helped by a younger teacher from her school. The Surprise Workshop was a logical sequel of her previous session which made a point of improvising for the sake of making our classes an effective and rewarding experience both for students and ourselves. She also prepared a large number of useful handouts and lavishly shared her rich practitioner experience with the participants.

IZVEŠTAJ SA KONFERENCIJE EAQUALSA ODRŽANOG U GRACU,

22. i 23. novembra 2002. godine

REPORT ON THE CONFERENCE OF EAQUALS IN GRATZ,
 22/23 NOVEMBER, 2002

by Milada Ševa

The Conference was held in the building of ECML Center in Gratz.

It was attended by 4 members of Presidency, 32 participants (full members ), 14 representatives ( associate members) and 15 guests.

1st DAY

The first part was about marketing and problems connected with international promotion of EAQUALS for new members, membership package, suggestions for a new website for EAQUALS and other technical issues.

The second part consisted of parallel lectures .

The first I chose was by David Vann on Applications of CEF to Course Design.

He gave the example how his school made  their own data material for the short term courses when it is impossible to use coursebooks since these courses last from 2 to 12 weeks and then it is a difficult task for the teachers to evaluate the level.  He showed how it was possible to make evaluation and the main subject in these matters was, of course, the teacher.

Peter Brown gave his comment suggesting that from his experience the level A1 requires minimum 40 hours (60 min.), A2 80, B1 120, B2 120, C1 120, as well as C2 which all together comes up to 5-6 years.

The next session was by Frank Hayworth, ‘Practical approaches to assessment and testing ( with reference to ELP)’.

He suggested introducing a document that would give the answers to the questions of what we offer, which would consist of three parts:

Passing Standards 1 ( staff)

Passing Standards 2 ( assessment)

Passing Standards 3 ( placing)

He also talked about Portfolio and Testing.

After that we had two presentations of future members.

One was Trinity Exams, presented by Roger Bowers. His interesting presentation included brochures and a lot of material showing good quality and a long tradition his organization had in education.

The other presentation was by Glyn Jones of Pitman Qualifications / City & Guilds. He gave the detailed picture about his organization which was very impressive. These two presentations of educational institutions with a long tradition, recognition and influence were worth coming to the Conference for.

2nd  DAY

Plenary Session was interesting because David Newby talked about the project UNIDISS which is organized and financially supported by the University of Austria. It is a huge project and its aim is to improve the quality of teaching being focused on 4 universities. The project is a long term one, with lots of research work and statistics.

The next plenary session was Progress Report on ALTE input into Council of Europe work relating language examinations to the Common European Framework, by Dr. Peter Hargreaves, Director, Cambridge ESOL.

The first afternoon session was in German; Profil Deutsch by Gabi Gauler from Goethe Institute. It was about the implementation of CEF levels in German language. She presented material and work they had done, which all seemed highly professional and outstanding. The interesting thing for me was that I, knowing the subject, understood almost everything with no knowledge of German.

The following lecture was about achievement tests, recognized by the Ministry of Hungary,  published by the International House from Budapest and presented by Zoltan Rozgonyi. He talked about the form of their tests and the way they organized them. He was very pleased and pleasantly surprised by public recognition and big interest.

The third lecture was the presentation of CD ROM Guide to Quality Resources by Laura Muresan, from Romania. The almost completed job about this CD ROM was very ambitious and successful.

The first afternoon session was Not Just English by Cherry Gough from the British Council. It was to show how BC representatives all over the world put a lot of effort to encourage learning and popularizing not only English but other languages as well. She also talked about CEF levels which BC supports and is fully aware of.

The second lecture was not new but certainly interesting about Cross Culture Issues by James Banner.

On Friday and Saturday nights we spent a couple of hours in very nice restaurants where we exchanged our experiences in teaching and some new ideas. It was really  good to talk to colleagues from all over Europe in a friendly and relaxed atmosphere.
