Aktivnosti YALS-a u periodu od novembra 2003 do novembra

U ovom periodu, Udruženje je izvršilo preregistraciju neophodnu
zbog promene naziva zemlje. Osim unosa novog sedišta, novog predsednika i
promene imena Udruženja, otvoreni su i tekući račun i devizni račun a
donesen je i novi statut. Skraćeni naziv Udruženja koji će se koristiti u
reklamne i slične svrhe biće "Udruženje škola stranih jezika Srbije -
YALS".

YALS Activities in the
Period from November 2003 to November 2004

In this period, YALS renewed its
registration, which was necessary due to the change in the country’s name.
Besides registering a new head office, new chair person and change of
name, current account and foreign currency accounts were opened, and a new
Articles of Association was adopted. The abbreviated name of the
Association to be used for publicizing and other purposes is ˝Association
of Foreign Language Schools of Serbia – YALS˝. The work on management inspection was continued and it covered almost all schools. It was jointly concluded that this inspection had significantly contributed to the development of quality assurance system through exchange of experiences of different schools, which resulted in improvement of existing and introduction of new procedures. All schools in which inspection was carried out scored a satisfactory number of points since all of them had enough time for preparation and the maximum number of points (100%) was achieved in a great number of schools. A new procedure for the inspection of teaching was made, which provides for a larger sample of observed lessons and teachers (the minimum of 15 minutes per lesson) and for the final making of teaching quality report covering the whole school. The cooperation with EAQUALS went on smoothly, and Vesna Stakić from the Tom and Emma school, and Eva Bako from Blue Moon represented YALS at two Eaquals events, EAQUALS Annual Conference 2003 in Antibes, France, on 28th and 29th November 2003 and EAQUALS AGM in Munich from 21st to 24th April, 2004, respectively. The activities in the country were mainly focused on further work on harmonizing with CEF levels, especially in the area of testing. |

SASTAVLJANJE TESTA I
PISANJE JEDINICA ZADATAKA

Ovaj seminar, čiji je inicijator YALS,
organizovan je zajedno sa Britanskim savetom u Beogradu i Udruženjem
nastavnika engleskog jezika Srbije i Crne Gore (ELTA). Seminar je pohađalo
35 učesnika koji su odabrani putem javnog konkursa.
Glavni predavači su bili Felianka
Kaftandijeva iz Bugarske i Sauli Takala iz Finske. Tokom prva dva dana
seminara njima se pridružio i Džon de Jong iz Holandije.
Program se koncentrisao na važnost primene
CEF-a na testiranje i ocenjivanje, opšte principe merenja u jezičkom
testiranju i odgovarajuće formate testa za svaku od jezičkih veština, kao
i za gramatiku i rečnik. Radionice su uključile vežbanja u oblasti analize
uzoraka testova koji se koriste u drugim Evropskim zemljama i sastavljanju
različitih tipova zadata i jedinica zadataka. Obuhvaćeno je i razvijanje
kriterijuma za ocenjivanje i specifikacija testa.
Seminar je bio veoma koristan u smislu da je
razvio svest o potrebi usklađivanja testova sa univerzalnim CEF
standardima, u cilju obezbeđivanja objektivnosti i primenljivosti izvan
granica zemlje. U nekim segmentima je bio pravo otkrovenje i veoma
zahtevan sa svojim beskompromisnim, ali efektivnim fokusom na disciplini,
timskom radu i postizanju konsenzusa.
Većina učesnika je smatrala da pet dana nije
dovoljno da se pokrije tako široka oblast nastave engleskog jezika i da im
je potrebno opsežnije upoznavanje i uvežbavanje sastavljanja testova i
jedinica zadataka, preko dodatne obuke sa stručnjacima za testiranje, da
bi postigli prihvatljivi nivo samopouzdanja za bilo timsko, bilo
individualno sastavljanje testova i ocenjivanje.
Svaki učesnik je dobio kompakt disk sa svim
prezentacijama u cilju daljeg detaljnijeg proučavanja.

TEST CONSTRUCTION AND
ITEM WRITING SEMINAR

This seminar initiated by YALS was jointly
organised with the British Council Belgrade and English Language Teachers
Association of Serbia and Montenegro (ELTA). There were 35 participants
who were chosen in a public competition.
The main presenters were Felianka
Kaftandijeva from Bulgaria and Sauli Takala from Finland. They were
accompanied with John de Jong from the Netherlands in the first two days
of the event.
The programme focused on the importance of
applying CEF in testing and assessment, general principles of measurement
in language testing and testing formats suitable for each of the
skills, as well as grammar and vocabulary, The workshop sessions included
practice in analysing samples of tests used in other European
countries and designing varied types of tasks and individual test
items. Development of scoring criteria and test specifications were also
covered.
The seminar was very useful in the
sense that it developed awarenes of the need of harmonizing tests to
universal CEF standards for the purpose of asssuring objective quality and
applicability across the national borders. In some of its segments, it was
a real eye-opener and very demanding in its uncompromising but effective
requirements of discipline, team work and reaching consensus. Most
of the participants felt that five days were not sufficient to cover such
an extensive ELT area and that they needed more exposure and practice in
test and item development, under further guidance of expert test trainers,
in order to reach an acceptable level of confidence in either team or
individual test construction and assessment.

Održane su razne aktivnosti, neke otvorene za sve članove, neke samo za radne grupe. Bilo je 92 učesnika iz 17 evropskih zemalja. Sastanak je uključivao i INSPEKCIJU i DAN INSPEKTORA kao pred skupštinsku aktivnost, mnogo prezentacija, radionica, foruma i drugih informativnih sesija. Na sesiji o INSPEKCIJI, Version 5 EAQUALS Inspekcijske Šeme, je prezentovana kroz svoje poreklo, organizaciju, procedure, inspekciju, kriterijume i standarde nastave i menadžmenta i na kraju procene i ocene. Ludka Kotarska (Poljska) i Maria Matheidesz (Mađarska) su održale prezentaciju u ime Inspekcijskog odbora. Sledeći FORUMI su uključivali živu diskusiju: 1.

Formalni poslovi asocijacije: - Na početku Skupštine EAQUALS predsedavajući Peter Brown je zvanično poželeo dobrodošlicu YALS-u i srdačno podržao dalju saradnju. - Brian North je izabran za novog potpredsednika. - Prihvaćena je revidirana verzija Version 5 Inspekcijske šeme. - Imenovan je savetodavni odbor za pridruženo članstvo EAQUALS-a. - Frank Heyworth je prezentirao Povelju za pridružene članove.
Pridruženi članovi EAQUALS-a će podržavati i promovisati kvalitet u jezičkom obrazovanju . Oni će: učestvovati u EAQUALS aktivnostima i doprinositi postizanju ciljeva asocijacije. imati jasan stav u javnosti o svom angažovanju i privrženosti kvalitetu u domenu svojih aktivnosti – kroz oblike Povelja, kodeksa ili drugih prikladnih dokumenata. implementirati prikladne i efektivne procedure za obezbeđenje kvaliteta i kontrole. uzeti u obzir, i gde je to relevantno, usklađivati i implementirati principe Zajedničkog Evropskog Referentnog Okvira. postaviti instituciju žalbi i žalbenih procedura za korisnike svojih usluga. podnositi godišnji izveštaj EAQUALS-u o delatnostima koje potvrđuju angažovanje u EAQUALS aktivnostima*.
* Poslednji zahtev bi trebao možda biti jasnije definisan kroz regulativu procedura za pridružene članove.
Sledeća godišnja Skupština je planirana za novembar u Dublinu u Irskoj. Na kraju, posmatrajući organizaciju i sadržaj EAQUALS Godišnje Skupštine u Minhenu, mislim da su svi forumi, prezentacije i radionice bile interesantne, korisne i bitne. Program je bio ambiciozan ali ideja o interesantnim paralelnim sesijama nije bila dobrodošla kod većine učesnika. Goethe Institut
u Minhenu je još jednom dokazao svoju tradicionalnu bavarsku
gostoljubivost i izuzetne organizacione sposobnosti.

EAQUALS Annual General Meeting XXXV was held at the Goethe Institute Head Office in Munich from 21st to 24th April, 2004. There were a number of activities, some open to all members, some restricted to working groups. 92 participants came from 17 European countries. The meeting included the INSPECTION and INSPECTORS DAY as a pre-annual activity, a lot of presentations, workshops, forums and other information sessions. At the “INSPECTION” session, Version 5 of the EAQUALS Inspection Scheme was presented regarding background, organisation, procedures, inspection, criteria and standards of teaching and management and finally assessment and grading. It was held by Ludka Kotarska (Poland) and Maria Matheidesz (Hungary) on behalf of the Inspections Sub-Committee. The following FORUMS involved lively discussions: 1. Academic

Formal Business of the Association
- Brian North has been elected a new Vice-Chair. - The revised version of the Inspections Guide Version 5 has been accepted. - An advisory board for associate membership invitations has been appointed. - Charter for Associate Members has been proposed by Frank Heyworth.
EAQUALS CHARTER FOR ASSOCIATE MEMBERS
Associate members of EAQUALS are committed to supporting and promoting quality in language education. They undertake to: Take part in EAQUALS activities and contribute to the achievement of the association’s aims. Have clear public statements of their commitment to quality in their domain of activity – in the form of charters, codes or other appropriate documents. Implement appropriate and effective procedures for quality assurance and control. Take account of, and where it is relevant, comply with and implement the principles of the Common European Framework of Reference. Institute appropriate complaints and grievance procedures for users of their services. Provide EAQUALS with an annual report of activity demonstrating their involvement in EAQUALS activities*.
* This last requirement might be more appropriately placed in a set of regulations for associate membership procedures.
* The next AGM meeting has been scheduled for November in Dublin, Ireland. Finally, viewing the organisation and content of the EAQUALS AGM XXXV Conference in Munich, I think that all forums, presentations and workshops were interesting, useful and relevant. The programme was ambitious but the idea of having interesting parallel sessions was not approved by most participants. Goethe Institute in Munich once again proved its traditional Bavarian hospitality and excellent organisational skills. |
| REGIONALNI SEMINAR ‘CEF U IZRADI NASTAVNIH PROGRAMA Regionalni događaj PRIMENA CEF-a: IZRADA
NASTAVNIH PROGRAMA je organizovan od strane Yugoslovenske
asocijacije škola stranih jezika (YALS), Britanskog saveta, Geteovog
instituta, a podržali su ga Savet Evrope i EAQUALS. Ovo je drugi
regionalni događaj u nizu od tri planirana koji će se organizovati u
periodu od maja 2003. do juna 2004. godine. Zemlje partneri u ovom
projektu su bile Bugarska i Rumunija. Učesnici: Ukupan broj učesnika je
bio 60 i za englesku I za nemačku sekciju. Zemlje koje su predstavljene u
okviru ovog događaja su bile Bosna I Hercegovina, Hrvatska, Rumunija,
Bugarska, Grčka, BJR Makedonija i Srbija i Crna Gora. Učesnici su došli i
iz državnog i iz privatnog sektora zemalja u regionu (Ministarstvo
prosvete Srbije, Pedagoški fakultet Srbije, Filološki fakultet, Beograd,
Tehnički univerzitet, Sofija, Elektrotehnički fakultet, Sarajevo,
nacionalne asocijacije jezičkih škola iz Bugarske, Rumunije, Makedonije,
Grčke i Srbije I Crne Gore, kao i iz privatnih jezičkih
škola). Opšti ciljevi događaja

Obezbeđivanje obuke u
primeni CEF nivoa u oblasti testiranja, izrade nastavnih programa i obuke

stručnjaka koji će nastaviti da organizuju obuku u primeni CEF nivoa
Predavači
su bili g. Kadavi (Geteov
institut), Dr. Sauli Takala i Dr. Džon H.A.L.De Jong (Savet Evrope) i Dr
Laura Muresan (EAQUALS ). Program: Program je uključio
plenarne sesije obe sekcije – engleske i nemačke, koje su održane prvog i
drugog dana, kao i radionice koje su se odvijale oba dana za obe sekcije.
Plenarne sesije su
uključile izveštaje o napredovanju u primeni CEF-a u izradi nastavnih
planova u Nemačkoj, Holandiji i Finskoj, kao i izveštaje o povezivanju
kriterijuma ocenjivanja sa ciljevima kurseva (Studija slučaja iz Rumunije)
i CEF-u i jezičkim ispitima u Grčkoj. Na radionicama se intenzivno radilo na
primenama CEF-a u oblasti testiranja, planiranja nastavnih programa i
standardizaciji. Učesnici su prošli kroz proces postavljanja ciljeva,
vršenja izbora u okviru izrade nastavnih programa i planiranja kurikuluma,
kao i upoznavanja sa deskriptorima nivoa I reprezentativnim uzorcima
nivoa. Evaluacija Ovaj regionalni događaj je ocenjen od strane
učesnika kao veoma praktičan I intenzivan. Pokazao se dragocenim izvorom
informacija o razvoju ne samo u regionu nego I u ostalim evropskim
zemljama. Takođe je razvio svest o složenosti procesa primene CEF-a i
koraka koji treba da se preduzmu u tom procesu. Ponovo je ispoljena velika važnost regionalnog
povezivanja, ne samo u cilju razmene iskustava već i u smislu planskog
razvoja.
Posle sastanka
regionalne radne grupe koja se sastojala od predstavnika iz Grčke,
Makedonije, Rumunije, Bugarske i Srbije, donesena je odlluka o daljem
razvoju I zaključeno je da bi bilo dobro za region da se organizuje obuka
u oblasti sastavljanja zadataka testa, probne primene Priručnika i
kalibirsanja testa u periodu od septembra 2004 do oktobra 2005. Dogovoreno
je das e obratimo Savetu Evrope u vezi mogućnosti obezbeđenja stručne
podrške za ove događaje.

by Zorica Kovačević The regional event APPLICATION OF CEF: SYLLABUS DESIGN was organized by the Yugoslav Association of Language Schools ( YALS ) , the British Council, the Goethe Institute and was supported by the Council of Europe and the EAQUALS. This was the second regional event in a series of three planned to be organized in the period May 2003-June 2004 . Partner countries in the project were Bulgaria and Romania. The participants : The number of participants totalled 60, both for the English and German sections. The countries represented in the event were Bosnia and Herzegovina, Croatia, Romania, Bulgaria, Greece, FRY Macedonia and Serbia and Montenegro. The participants came both from the state and private sectors of the countries in the region (Ministry of Education of Serbia, Teacher Training Faculty of Serbia, the Faculty of Philology , Belgrade, the Technical University, Sofia, the Faculty of Electrical Engineering, Sarajevo, national associations of language schools from Bulgaria, Romania, Macedonia, Greece and Serbia & Montenegro, as well as from private language schools). The overall aims of the event were: • To promote exchange of experience and cooperation
of the countries in the region The presenters were Mr Kadavi (the Goethe Institute), Dr Sauli Takala and Dr John H.A.L.De Jong (the Council of Europe) and Dr Laura Muresan (EAQUALS). The programme : The programme involved the plenary sessions of both English and German sections held on the first and the second day as well as the workshops which took place on both days for both sections. The plenary sessions covered reports on the developments in the application of the CEF in curriculum development in Germany, Netherlands and Finland, as well as reports on linking evaluation criteria to course objectives (Romanian case study) and CEF & language exams in Greece. The workshops covered intensive work on the applications of CEF in testing, curriculum planning and standardising.The participants were guided through the process of setting targets,making choices in syllabus design and curriculum planning as well as familiarization with the level descriptors and samples of level performances. Evaluation The regional event was assessed by the participants as most practical and intensive. It proved to be a valuable source of information on the developments not only in the region but also in other European countries. It also raised awareness of the complexity of the process of application of the CEF and the steps to be taken in the process. Regional networking again proved to be very important not only for the exchange of experience, but also in terms of structured development. After the meeting of the regional working group consisting of the
representatives from Greece,Macedonia, Romania, Bulgaria and Serbia,
the decision on the further development was made and it was concluded that
it would be good for the region to organize training in test item
writing, piloting the Manual, calibration of the test in the period
September 2004-October 2005. The agreement was achieved to approach the
Council of Europe for the possibility of providing expertise for those
events. |

Report on EAQUALS ANNUAL
CONFERENCE 2003 by Vesna
Stakić The Annual Conference, during which the Ordinary General Meeting of EAQUALS is held, is intended as a forum for information about on-going activities and presentation of current projects, the main business meeting of the Association being the Annual General Meeting held each Spring. The Conference started with the Opening Plenary where the Council of Europe Manual for Assessment in Relation to the Common European Scale of Reference was presented by Brian North of Eurocentres. Participants were presented with the draft of an article by B. North entitled “Relating School Assessment and Public Examinations to the CEF ‘Can Do’ Descriptors and Levels”, for a planned book on the CEF. The following presentations and workshops were held:
1) Michael Carrier from International House reported on the new EAQUALS website (www.eaquals.org) which now includes a Coursefinder listing all language schools which are members of EAQUALS and the language training programmes they offer. Also an effective new poster was presented, showing all full and associate members of EAQUALS.
2) Changes to the EAQUALS inspection scheme were put forward by Ludka Kotarska,chair of the Inspections Sub-Committee. The main proposals included a new grading scheme ( two instead of the present three grades) for schools undergoing the inspection as well as the presentation of a new set of documents instead of the present guide which includes a 16-page brochure giving a general presentation of EAQUALS and its inspection scheme and a loose-leaf file containing all the documents needed by schools and inspectors.
3) Laura Muresan gave a presentation on New Opportunities through European Projects which are funded by the Council of Europe e.g. “Equal chances through the ELP”, “Training in quality management” and are mostly coordinated by the European Centre for Modern Languages (ECML) . A number of brochures and books giving detailed information on the projects were available, the most interesting in my opinion being “A Guide to Project Management” by Frank Heyworth, which is very helpful to those involved in projects related to language education.
4) David Vann of Richard Language School in Bournemouth talked about the Integration of CEF into the Curriculum in UK EAQUALS Schools, his school being among the first in the UK to successfully achieve this.
5) A Young Learners Portfolio was presented by Tim Priesack from the Italian association of language schools for learners between 9 and 15.
6) Members of the Irish Advisory Council for English Language schools presented their Test of Interactive English for learners of English,which closely follows the CEF scale and is recognized by the Irish Department of Education and Science and also the Ministry of Education in Italy . The test consists of five tasks: an oral and written test and pre-prepared tasks which focus on project work and research.
In the EAQUALS general meeting it was reported that EAQUALS has 92 full members and 12 associate members. The revised Articles of Association were voted on and the annual fee for associate members was increased from 600 to 650 Euros. The report of the working group, which met in Milan in July 2003 to review eligibility criteria and conditions of associate membership, was presented. It was agreed that a Charter for Associate members is needed which would state that associates members should provide EAQUALS with an annual report demonstrating their involvement in EAQUALS activities. It was also proposed that examining boards such as UCLES should be able to become full members.
The Associate members interest group was interested in on-going YALS activities and those less familiar with YALS (representatives of Ireland, Italy, Germany) I presented with YALS brochures, Newsletter No. 3 and our website address.
During one of the
breaks, representatives of the national associations of Greece, Bulgaria,
Romania, Poland Hungary Croatia and SCG had an informal meeting where
Harry Nikolaides put forward some interesting suggestions for closer
cooperation between schools from these countries such as organizing
exchange visits between students, international camps for students aged
from 12 to 15, drama troupes which could visit different countries
and teacher training sessions. H. Nikolaides agreed to prepare a
proposal for the Council of Europe in order to obtain funding for the
project. The next EAQUALS General Meeting - the Annual General Meeting will be held on 23rd and 24th April 2004 in Munich. |

| DRUGA GODIŠNJA QLS KONVENCIJA – ˝UJEDINJENI U KVALITETU˝

godišnja QLS konvencija je održana u Atini 15. i 16. novembra 2003.godine.
Preko 600 nastavnika se okupilo da iscrpi što je moguće više praktičnog
znanja iz izlaganja 16 domaćih i stranih predavača. Pomenuću samo nekoliko radionica koje su bile organizovane tokom ovog skupa: Zlatna ribica i Slon: Moć testova, radionica koju je održao poznati pisac udžbenika i predavač na mnogim konferencijama, g. Luke Prodromou. Njegovo predavanje je još jednom dokazalo ogroman efekat koji testovi imaju na kvalitet podučavanja i učenja i ukazalo na praktične tehnike za prelazak sa «testirajućeg» na «podučavajući» metod nastave. Takođe je objašnjeno i kako rezultat svakog testa može pomoći nastavniku da planira svoj budući rad u određenoj grupi. Zagonetka

second QLS Annual Convention was held in Athens on 15th & 16th
November 2003. Over 600 teachers gathered to acquire as much practical
training as possible from the sixteen foreign & domestic presenters. From
all the workshops organised I will mention only a
few: The
puzzle of non-native-like fluency: control and creativity in
EFL Good
qualities was held by H.A.Swan, the principal of the Swan School of
English in Oxford, who is at the same time a teacher and a teacher trainer
with many years experience in the field. Taking this into consideration,
it is no wonder her topic dealt with the fact that it is the people in the
school above all - teachers who really represent the most important asset
of every school. What makes excellent teachers; what is it that they do
that makes them so special; can we all aspire to be one? How
boys and girls learn and behave differently? The conference has give all the participants a chance to get to know each other better so that all the countries present may really stand UNITED in QUALITY in the years to come. |

Jugoslovenska asocijacija jezičkih škola (YALS) u saradnji sa Savetom Evrope, Sektor za jezike, organizovala je obuku u oblasti različitih segmenata primene CEF-a na sastavljanje testova, kao pripremu za kalibrisanje i verifikacije budućih testova koji bi mogli da se koriste u školama članicama YALS-a. EVALUACIJA Ocena učesnika je da je obuka bila veoma profesionalna i veoma kvalitetna. Ona je ukazala da YALS u veoma bliskoj budućnosti treba da ima dužu (minimalno pet dana) obuku u oblasti pisanja zadataka testa, posle čega bi usledila faza provere I ocenjivanja testova. |

EVALUATION The participants assessed the training as very professional and of high quality . It indicated that YALS should in very near future have a longer ( minimum five days) training in test item writing, which would then be followed by piloting the tests and assessment phase. |
